It's Joker, and it's not close. Capt. Cold is fine, but there's no comparison to Joker and most villains in any comic.

Joker's not my favourite Batman villain, but he's much better than Captain Cold. He always struck me as a second rate Mr Freeze, even though Cold came first.

I'm a huge Joker fan but I'm being amused by Captain Cold lately. Not sure if I really love that character or it's just Wentworth Miller who's being that chant.
