The only champion who is not allowed to participate in the Lethal Lottery is the World Heavyweight Champion. Everyone else is eligible. However, this is if we consider there to be no other matches on the PPV card.

Don't worry if you miss the LL man... I've missed every Lethal Lottery match since I started here.
