It split of from Virginia due to the slavery issue back in the 1800s and was (correct me if i'm wrong) the Western chunk of the state hence west Virginia.

I played it 5 times and it doesn't do that in the game. They aren't in the same place each time you start again, but it doesn't shift during a game.

Actually it did somewhat. A while after I started playing, the alignment was off. Even the score info was screwy, but it worked itself out after a bit.
Instead of tiles starting on the left, there were a few stuck at the top right & when you scrolled down it just re-aligned itself. It really wasnt a problem if you had cleared the first few rows anyway by the time you needed to scroll. It just looked strange.
Either way nothing appears out of nowhere. Same tiles, different order.
