I've always considered Orton one of the best in the ring. Sure his promos are not the greatest, but I've never doubted him in the ring.

I've actually enjoyed his promos as part of the Wyatt Family more than all of his previous ones.

Maybe it's just his style. I like Orton. Great ring psychology. He's just never had any mind-blowing stand out matches in my eyes. Stuff like Angle/HBK at Mania 21, Punk/Cena at MitB, things like that. If I ranked his matches... he's had countless 4 star matches. A handful of 4.5 star matches. Zero 5 star matches.
