They aren't PG JUST for kids. It's for public image as well as getting the younger audience. Raw is the show marketed more for adults. Smackdown is on Friday night instead, when most adults are going out. That's why most of the wrestlers are marketed towards kids. Mysterio, who kids think of as a ninja super hero with a cool mask.. Undertaker and Kane, who have a ridiculous story about a magic urn.. Swaggers got a guy in a bird costume following him around now.. Aaaand Hornswoggle. Who is their official mascot for bragging rights, as he was recently placed in this position by an impossibly huge man. So they put it on earlier so sleepy kids can watch it.
Why is Raw on til 11 pm still?

You know, this is a very good question when you think about the new direction of the WWE over recent years. However, it has a very simple reason and that is that it is not just broadcast in the US and even if it was, the different time zones would mean that it would need to be broadcast around that time anyway.
Look at the WWE in the UK for example. When Raw airs live, it is at 2 in the morning and doesn't end until 4 in the morning. Now, obviously the further east you go in Europe the later it will begin and end. I am unsure if Sky Sports (the UK broadcasters) demanded that they get the live rights to the shows when they signed the contracts but I am sure that they are happy with the way things generally turn out for them. They show repeats of the shows all the time anyway so the live showing really doesn't make much of a difference.
However, the time zones in the US are pretty crippling when it comes to marketing to kids. I believe that the show already airs at 9 in the US Eastern region which means that it would be airing some time in the early afternoon on the western coats of America if it wasn't on at 9 Eastern. That is too early for what the WWE are trying to do and it just wouldn't work.
