Why is it that....

TNA can produce more stables and tag teams than WWE, when WWE has more wrestlers. I understand that WWE is broken into 3 brands, but they still can produce tag teams and maybe a stable on every brand. At last count, TNA had 9 tag teams and stables, while WWE(main roster) had 6 tag teams and stables. TNA produces more tag teams like they are nothing, WWE it takes a while. Is it that WWE wrestlers and TNA wrestlers have different mindset or is it the writers?
