Who makes the Bowl schedule?

So, I'm watching SportsCenter and they are discussing the Fiesta Bowl. I didn't see it, but from the highlights it looked like it was a great game. 3 days ago, we had a really good game in the Sugar Bowl. But, for some reason, between these two good BCS games the was the prestigious, drumroll please, INTERNATIONAL BOWL!!! Now, between a great Fiesta Bowl and what should be a great National Championship game, we have the always entertaining GMAC Bowl? Don't get me wrong, I go to a MAC school and I'm all for my conference getting play time on national TV, but there is no way it should be after New Year's Day. What are your thoughts?

I don't mind the GMAC Bowl being between the prestegious bowls. It gives us a little rest and more anticipation for the BCS Championship game. If I controlled the bowl schedule, I would put either the Holiday Bowl or the Outback Bowl between the Fiesta and the championship game because they tend to be more entertaining.
