Here we are ten minutes before the last Raw before the PPV ends and it's like 'oh by the way, Ambrose vs. Rollins this Sunday.' Why couldn't they announce it a few weeks ago and build some anticipation?

That's true but there's something satisfying about the official announcement. This isn't the strongest PPV and it was possible that Ambrose vs. Rollins was going to be held off until SummerSlam. If this was announced earlier I would have been looking forward to the PPV more.
