The comedy jobber status is actually in reference to your post count, not your rep. After 400 posts you start holding titles. Your current rep status is that you're looking to come up from developmental in OCW. To see someone's rep status, let the mouse icon float over the green bars and wait a moment then it pops up.

The bars? It represents your rep total. Full bars is 1500+ rep, or so. Every green is 100 and every light green is 200, something like that. The same works for the red only in reverse meaning the user has a negative rep total, which is why guys like Sidious have a full red bar.

EDIT: Or if you meant the rep statuses, they are just for fun like the "championships" under your screenname for post count ranges. Neither serve a major purpose that I know of.
