I think there's a lot of roster changes need made. Brought up and dropped down.

Maybe in time Tyler Breeze

Charlotte
They have a lot more great talent

Brought down
Titus o Neal
Zack Ryder
Cameron
Mark Henry
Bo Dallas
Goldust (and fix Cody Rhodes)
Summer Rae
Heath Slater
Darren Young

1) I love him, but let brock go. He presumes to not to want to be there
2) try try try try to get AJ and Punk back with Lesnars money
3)get rid of star dust and bring Cody back after goldust retires.
4) this part time champion doesn't work. Makes the MITB almost pointless
5) obvious there's some wrestlers that only have 1 marquee match up left. Give it to em at Mania Hogan, Sting, Stone Cold, Hhh maybe more than 1, Taker, the Rock a couple...maybe Batista one
6) turn Big E and Kingston heel..
7) have Sandow come to his own and beat the Miz..
8) have the Ascension squash everyone and go for a record undefeated streak for tag teams..

You are missing the point of NXT. It is not a B-league it is a developmental system.

Adrian Neville and Charlotte should be the next to make the main roster. Due to how thin the tag roster is, Kalisto and Sin Cara may be a good choice especially as Cara can guide Kalisto to some extent.
Blake and Itami are nowhere near ready.

I can't tell if Mark Henry and Goldust comments are a joke or not?

I like what they have been doing with sending 1 or 2 main roster guys to NXT to 'rebuild there career'. Kidd did it well. Unfortunately I can't see it working for Axel. I think most of the main roster who are not involved in much are as good as lost causes now.
 
I get your idea but it's impossible to do all this at once.

Neville could come up to WWE having been the NXT champ for so long with that behind him. His ability is incredible.

I think Kevin Owens would have no issue on the main roster either but him and Sami Zayn could have some great matches.

Finn Balor is not quite ready along with Hideo and would both get lost in the shuffle with nothing to do and being on similar paths. Finn Balor debuting against an open challnge by doin his epic entrance would be cool.

Bailey and Charlotte could seriously contend in the Divas division but again, you need a story to go with it or they just disappear
 
I think you need to hold your horses. The NXT talent is in NXT for a reason. To learn their craft and join the main roster when they are ready. Some probably are already ready but the timing has to be right and creative have to have something for them otherwise they will be 'lost in the shuffle'.

As for moving talents down I think you are barking mad with that list. Mark Henry and Goldust do not need to be moved down to NXT. It benefits neither superstar in no way and it simply takes a way a spot from an up and coming talent. These are 20 year veterans of the business!!!

Zack Ryder, Heath Slater, Darren Young, Titus O'Neil will never amount to anything more than lower card, mid card at the very best. It would be better simply to release them. Bo Dallas has already 'yo-yo'd' once before and simply needs more time on the main roster. The only talent removed from the main roster to NXT who has had a successful comeback is Bray Wyatt.

Now for this.......

1 - No, don't let Brock go. Let Brock go if he wants to go. If he wants to stay keep him.
2 - Punk is in UFC. Any return to WWE is out of the question for the next 3 years and possibly longer.
3 - This will probably happen.
4 - Part time Champion and the MITB works just fine together. It creates suspense.
5 - I would have no issue seeing Hogan or Rock in a WWE ring 'one last time'. I think this will happen. Triple H and Taker will also continue for the time being. I think the Austin ship has sailed.
6 - I would be fine with that.
7 - This will happen.
8 - Nice idea but not sure Ascension are the correct tag team to do this. Their gimmick is pretty horrendous.
