Given them something the fans can sympathize with. Look at Del Rio coming to Ricardo's defense. The fans can identify with a big guy standing up to a bigger guy to protect your friend. Stuff like that will never fail.

Some people just have bad chemistry. Undertaker and Rock are one such pair.

Something that I think could be overlooked here is that they primarily worked together in 99. This was a bad year for Taker in terms of ring work as he was pretty banged up and had to take about 6 months or so off starting around the 99 Survivor Series to heal up. That should account for not only his work against Rock during this time, but also his work in general in 99.
