Has Meltzer even given a Worst Award out to Puro? Also, I love how he doesn't give out worst awards to MMA also.

Since the awards started in the early 80s, Japan has won a total of six worst awards:

One for worst match which was Sting vs. another non-Japanese wrestler
One was for worst promotion for some indy company
One was for worst promotional tactic
One was from the 80s for worst match and had a Canadian involved
Two were worst promotion for New Japan about nine years ago

Andre the GIant also won Worst Wrestler twice for his Japanese work but that award is defunct.

Also UFC got one for worst show, which was lumped in with wrestling shows because those are the same thing in Meltzer's eyes.

Should they just have imported in WCW's Cruiserweight division from the start rather than nabbing one guy here, one guy there, etc?

From what I've read, WCW had something like 100 cruiserweights on their roster but they never had most of them appear. Ther ejust wasn't money or room for guys to fight the division so why try?
