But in late 1998 and early 1999, he started wearing a silk(?) shirt and pants to wrestle. He wrestled his entire feud with Foley wearing that and not his tights. Not just foley, even for his matches on Raw, he wore only that. Why?

The first match he wore it was the night Foley won the the title and in kayfabe, Rocky did not have his gear with him because he was not booked to wrestle (Foley extorted the title shot out of Vince by torturing Shane).

My guess for the next three matches is that the Rock wore the training outfit, as I believed it was called, because of the kind of matches they were - I Quit, Empty Arena and Ladder - to provide some "protection."

Because they've paid for the rights to show AWA from the 70s and 80s, but not enough for anything more recent/relevant than that.

Actually it's because those shows they air originally aired on ESPN back in the 80s and therefore they own some rights.
