Say Epico and Primo are fighting backstage, and Rosa Mendes breaks it up. To punish them, she makes them stand on a piece of newspaper in a way that they cannot touch each other. How does she accomplish this?

You realise that if two people can stand on something with an object between them, there is enough room for the to stand on it and not touch.
 
Using my answer they're still not touching and they have more room to keep their balance without the door there.

But if the door was not there, then they would start fighting again. The door separates them, because Rosa Mendes is not strong enough to it by herself.
 
No they wouldn't. If Rosa can get them to stop fighting long enough to put them on a piece of paper, she could make them stop in front of each other.

And yeah Cesaro should win the title. The preshows do the following: "Like what you see? You can buy THREE MORE HOURS of it!"
