Vampires are a bit overdone, but it could work

By the time he is done vampires will be cool again. Unfortunately the Cold War has never been cool. I recommend using an actual war. The US Military could develop vampire like creatures in WWII to take out Nazis. The only problem, they did not take away the vampires ability to love.

Anyway, characters should be the least of your worries, unless you're some shitty self-insert writer your main focus should be plot. Why Cold War? What about the Cold War can you pull an interesting struggle from?
 
Because the US and the USSR were the 2 major players during the Cold War and being American I went with what I know

If you do not know the Soviet side how do you expect to portray the U.S. spy aspect even remotely realistically? You realize if he was a spy he would be dealing almost entirely with Russians and what was happening with them. Well, that and sucking blood.
