I think one of the biggest things you're forgetting is that in order to be a good heel, you need to be a good talker. HHH, Punk, Jericho, Edge, what made and makes them such great heels is that they can give someone a verbal beatdown on the mic. Rey is between average and putrid depending on the promo. Rey is a fantastic face in that he gets over by his mannerisms and in-ring work, as well as his interactions with the fans. People won't buy it, and it would be a pointless turn.

i think this is the biggest reason there is.heels are usually huge guys who instill fear by their size or brilliant talkers who make themselves the target of the fans everytime they open their mouths.rey cant do either of those things.so its makes more sense to keep him face.

plus he will retire within the next three years.he surely wants to retire as a babyface.so there is just no need
