Maybe WWE creative are looking to finish their current commitments (talent-wise) before pulling the trigger on a massive push for Ziggler. I can see his career become a little like Edge's, in that when he was pushed, he became a megastar (to WWE fans).
I think that Ziggler needs to stay with Vickie and Swagger FOR THE TIME BEING. He's doing well, garnering his own heat, but he has a problem with smarky crowds. Crowds, in places such as Miami and Chicago, were torn. He was getting cheered by the 18+ male demographic, and some sections were cleared confused as to whether they should boo or cheer him.
His time will come. It is plain to see that the guy has the talent. He's developing even more on the mic, and can be a big asset to WWE.
