Well I'll go with my opinion on wrestlers I remember watching in my lifetime.
5 pop to mind right away.
Ted DiBiase: Maybe one of the best heels in the business, but the WWE didn't use him properly. This guy should have been headlining pay per views as a heel champion. I get Hogan was a draw, but Hogan was bigger then the belt, he didn't need it. DiBiase's character was amazing. The gimmick alone makes people pissed off.
Rowdy Roddy Piper: Hogan himself even said it, if Piper dedicated himself more to the business, he would probably be up there in name value with Flair and Hogan. I agree. Piper was average at best in the ring, but no one, and this includes Austin and Hogan, was able to generate the heat that Piper generated. He was an asshole, that was mega over with the crowd as a heel and a face. If Piper focused more on wrestling then a movie career, who knows where he would be.
Jimmy Superfly Snuka: I scratch my head with this one. How in the hell was Snuka never a world champion? I'm mystified by it. He was over as a number one heel and face in the old WWF. People to this day still know what a superfly splash is. It's insane how much this man has transcended the sport, but really was nothing more in the minds of the office then a glorified mid carder.
Jake the Snake Roberts: This maybe my number one choice right here. This is a guy that just got it in the ring. His in ring psychology will never be matched, and that says a lot considering I mark the hell out for Raven. Talk about a guy that just couldn't get away from his past though. You want to feel sorry for the guy sometimes, but then you remember, it's his life, it's his choices.
Mr. Perfect Curt Hennig. Again, how in the hell was this not an obvious choice for a world title. The guy just had "it", that intangible that makes you a superstar. He was great on a mic, insanely talented in the ring, a pain in the ass to Hulk Hogan.
The number one guy based on pure athletic ability, would be Shelton Benjamin. I just don't understand how a guy that is just so damn good in the ring can't get a push. Ya, I know, he needs to work on the mic skills, but damn he's amazing to watch in the ring.
I have a lot more underachievers, or guys not pushed right. Pillman and Owen come to mind right away. And this isn't even getting into guys that were around before my time. I just answered the question based on first hand experience.
