The main problem was that del Rio was not given the spotlight during his entire run as champion. He was thrust into what was basically the Cena-Punk feud. The main focus at the various PPVs since he won the title were:
SummerSlam: Cena-Punk.
Night of Champions: Punk-HHH
HiAC: Awesome Truth firing.
Vengeance: The whole conspiracy-walkout theory.
Survivor Series: Rock.
The only time that he was given the spotlight was at Hell in a Cell and that was when he was at his best.
I am not saying that it is entirely the creative's fault that he is not over, he too is to blame. The main problem is that he behaves more like a cocky face than a heel. He really should get more aggressive and show a mean streak.
As for his future, I think that he will be in the WWE title picture till Rumble and then pushed back to the upper-mid-card until he evokes a better reaction from the crowd.
