Smiths!
Morrissey is a legend, and probabally the sole reason the Madchester music scene is what it is today.
I know that a lot of great (and not so great) bands credit him for getting into the music scene, and I personally admire him and can relate to a lot of the songe he wrote about what life is like in Northern England.

As in the last round, I'm going for the Smiths for their influence on the British music. As matador said, a lot of British bands, the likes of Oasis have been influenced by the music of Morrissey and co so that's enough to take the vote for me
