How long before starting the franchise again ?
I agree with others that a good 5 years to give it time would be appropriate.
How long was it between Batman and Robin and Batman Begins???
8 years, almost a decade. Maybe something closer to that would be more appropriate. People were really ready for a new Batman by that time and maybe it brought about a greater appreciation for the films we got as a result, combined with the foul taste left in peoples mouths after Batman and Robin.
Should they start the story from the very beginning or start where Nolan left off ?
As any comic book buffs here will know, this movie was based on the Knightfall storyline and I think that a continuation of that story would be a great idea. The origins of Batman have been well covered and re-imagined. We all pretty well know the story and get the origins. I think it would be more interesting to start at a more pivotal point in the life of Batman, and go from Batman being paralyzed by Bane, to Jean-Paul Valley/Azrael becoming the new Batman, all the way to Bruce Wayne reclaiming his role as Batman. In these movies, prior to Wayne becoming Batman once more, he could be more of a teacher/mentor to Jean-Paul Valley who would obviously go through some of the same problems he had in the comic books and you could really stir things up by including Dick Grayson as Nightwing (maybe have him help stop Valley) as well as Tim Drake as the current Robin coinciding with the actual story. It would give the filmmakers a chance to create a more futuristic Batman as Valley modifies the suit quite a bit and it was very futuristic at the time, and give a new look and dynamic to Bruce Wayne, Dick Grayson, Tim Drake, etc....
Should they introduce Robin and Batgirl or Batwing (from the comic books)?
No Batgirl, but Robin and Nightwing are a must if you're following along the lines of the story I outlined above.
What villains should be used ?
I don't think Bane should be THE villain, he should only be mentioned in passing as being the one who paralyzed Bruce Wayne. I guess I should have made it clear that I would be planning for another trilogy BTW, this wouldn't be one film. I would like to see a new, more serious take on Mr. Freeze, Black Mask could be cool, Riddler after escaping from Arkham Asylum and being injected with Venom, Mad Hatter, and eventually Jean-Paul Valley himself would be the villain in the last movie.
Who will play Batman/Bruce Wayne ?
Daniel Day Lewis could be an amazing Riddler, and John Malkovich could easily play a bad ass Mr. Freeze imho.
I honestly think James Franco could be an amazing Bruce Wayne/Batman or even a slightly more amazing Riddler or Mad Hatter.
Taylor Kitsch or Stephen Dorff could also be great choices for Batman.

NO JOEL SCHUMACHER, Not Michael Bay, Not Roland Emmerich, many more I could name. These ones are blacklisted from ever touching a superhero franchise though.

David Yates. Don't know who he is? Go watch the last four Harry Potter movies. This guy knows how to make a movie, and he's got range. After handling the Potter series which was something that had to be done just right, I'd trust him with his style and precision to make a proper Batman series.
