I think Undertaker is the biggest transitional champ of all time. No disprespect I think he could carry the company, but he's never really had a really good reign.

I think that explains the Undertakers character pretty well to this day.

As for paper champs, I'd define it as champs that I couldn't take seriously, and that would include Y2J(maybe due to booking), Rey, The Miz(I honestly think I could take him, I think I'd have a harder time against Rey), JBL, hopefully he gets a good reign someday but CM Punk has been a paper champ.
 
Macho Man later in WCW was a paper champion.

2 WWF title reigns aside ( 1 year, 5 months ) his WCW title reigns were quite short and he didnt really do anything with them, first one lasted a month, second one was less than a month and his last two were for a day each.

It pains me to say it considering my love for the macho man but he was a paper champ in WCW, his reigns were only to further someone elses storylines and he wasnt seen as a strong champ at all, especially considering hes been beaten FOR EVERY SINGLE WORLD TITLE BY EITHER FLAIR OR HOGAN... whipping boy to the two greatest of all time isnt a spot id like to be in, even if it did get me the belt for a day or two...
 
Thoretically though, everyone in WcW not named Hogan or Goldberg were paper champs though weren't they? Macho like you mentioned, but also, Lex Luger held it once or twice for a month or so, Sting held it for like a month, I think Giant gained and lost it real quick on a second reign, umm, didn't Bret Hart get the title? Lol, lets not forget David Arquette and Vince Russo. Non of Flair's post Hogan reigns seemed satisfying in anyway. God WcW screwed things up good.

Kevin Nash is probably the definition of a paper champ. He stole the title from Goldberg, then procedded to drop the title to Hogan off a Fingerpoke. How could he ever agree to do that without acknowledging that Hogan was better than him him in every way? He was just a plot device designed to get the title back on Hogan.
 
Oh yeah, Giant was a paper champ for sure, i dont think sting was or flair but luger was, i dont think bret was meant to be but unfourtunatley he got injured
