These two had a great title match on SmackDown Live a few weeks back and I think that's where this match should happen. The Royal Rumble is going to be a minimum of 6 hours in total, counting the main card and a 2 hour kickoff show, and there may still be a Raw Tag Team Championship match added to things. Vince is a very firm believer in more always being better.
At any rate, this should still be a good match and I see Rusev retaining. If Nakamura is staying with WWE, as his deal is said to expire soon, I could see him being moved to Raw whenever the Superstar Shakeup comes about where I eventually see him feuding over the Intercontinental Championship, possibly the Universal Championship later on down the line.
