Whenever Reigns shirts are seen throughout the arena, then will we know if he is outdrawing Cena.
Well yeah but for a long period of time. For example, the BITW top was doing alright but after a while you didn't see that many with Punk shirts again.
Another way we can keep a track of his drawing power is I guess by looking at how often you see him in mainstream media and also looking at the way the WWE pushes him, because if he draws well he'll headline shows regularly.
There were a ton of Punk shirts,
he was outselling Cena.
Like wwe always does when someone starts outselling him, they decide to make him another shirt. It was months before they decided to make another Punk shirt, because it would have out sold Cena again, the wwe doesn't want that. They make Punk a shirt, but yet here comes ANOTHER Cena shirt. No one will be allowed to outsell Cena for long, because wwe will rebound with yet more Cena attire.

Not quite. For a while, the BITW shirt was the best selling shirt, his total sales weren't topping Cena's though. Since Austin and Rock, Cena has been the top merchandise seller.
They don't make more Cena shirts because they don't want somebody to outsell him, they make more Cena shirts because they make the WWE money. Besides, if Punk was that big of a deal, a few months gap in time difference as to when shirts are released wouldn't matter; he'd outsell Cena either way. Let's not forget that shirts aren't the only things you can find on the WWE Shop.
Also, what does it tell you if they keep on making and selling several Cena shirts?
Most of the advertising is just "Come see John Cena, Seth Rollins and Kevin Owens!".
