Members of the heel Magnificent Seven faction were Ric Flair, Scott Steiner, Midajah, Lex Luger, Buff Bagwell, Jeff Jarrett, Animal and Rick Steiner with the only other associates being Chris Kanyon and Chavo Guerrero, Jr.

Kevin Nash, Sting, Goldberg, Booker T, Dusty Rhodes, Dustin Rhodes and DDP were WCW’s top babyfaces at the time, so I’m guessing Hall would’ve been a face too given that The Outsiders would've been back to being reunited as a babyface tag team. KroniK was composed of Brian Adams and Bryan Clark, both were faces. And there's a fair chance that Hall would've had to settle for tag teaming with Hennig like how they did in their days in the AWA in the 1980s, because Kevin Nash was now tag teaming with DDP called The Insiders by then.

To be fair the only name here that deserve anything is Hall, because of The Outsiders and because he was still popular enough. Hennig failed big time and was an a*shole behing the scenes. Savage was a poor shell of his former self, while he could be in Flair like role for the "good guys", he couldn't wrestle good enough anymore and i'am sure his asking price was too big.

On the other hand nobody wanted to see same old guys anymore, so why bother? Even from the lists you combined, Luger, Animal, Rick Steiner, and both Rhodes didn't deserve any contract.

WCW with their money could hire anyone from ECW, i'am sure they could hire RVD and couple of other guys - wrestlers who their fans wanted to see back then and make their company watchable again. But they didn't, so they got what they deserved.
