Technically, yes there have been 43 separate men to serve as President of the United States. And yes, Cleveland served two non-consecutive terms. For some reason that is enough logic for the historians to count him twice.
But the answer is 44. Ask any historian. Ask any Mexican taking the US Citizenship test. We recognize 44. Just like you recognize England and Scotland as two separate "countries".
