As Jack-Hammer said, this really shouldn't be that tough.
There are a number of key things I think they need to do.
First, provide more time for feuds, including ones that don't involve a title. WWE, as others have pointed out, is more about the entertainment than the in-ring action. We need to have a reason to care about the matches. Every match at a PPV should have some kind of build-up.
Second, devote more time to the lower.mid-card talent (including the Divas and the tag teams). Everything doesn't have to revolve around the top handful of people on the roster. Obviously, the main focus will be on the Cena's and Punk's of the world, but they can have more of the lower level people involved in matches that don't involve jobbing to the big guys.
Finally, do not fill it will pointless skits and an over-emphasis on the social media thing. I don't use Facebook, Twitter, or any of the other social media things, but I also understand that millions do and they need to include it. I thought the match graphics for the Cena/Punk match were very good and drew attention to the social media stuff. What I don't want is, again, like many others have pointed out, to be inundated with the pointless ramblings of anyone that can post a video. I want to see professionals doing what they do best. I come here when I want to see other people's opinions on what is going on.
