My pick goes to Randy Savage, everytime i heard dude gave an interview or promo I would pay attention because of his speeech delivery and the catchphrases.. Although some of his catchphrases were funny, you knew he meant business and you are in for spectacular match..

Definitely The Rock and Chris Jericho. Just watch The Rock's return promo and for a great promo heel turn, watch Jericho's promo when he calls out HBK, after attacking him on The Highlight Reel in 2008. These two men just held the crowd in the palm of their hand.

CM Punk is also great but I'll give him a few years before adding him to the list.

For me, the most overrated is definitely Hulk Hogan. Boring, and with no additions. Jericho, Rock, Punk, Austin, Michaels, Piper, Flair would all rip Hogan a new one, if allowed.
