I'd like to hear your opinions on this as it a controversial subject. So i am going to rank this list based on:

I'd say from an overall perspective (and you may have to wait 5-10 years until their careers are officially over to understand) here's mine:

I agree with you but I would have to replace someone with Chris Jericho on that list. He has got everything, although I am not sure if he had an impact on wrestling world.
 
I've always based my top on the people i can watch wrestle anyone. Heel or Babyface large or small that sort of thing. So my top 10 are :-

The great thing about wrestling is how everyone can have such different opinions but i am expecting a slating for this list!
 
You ask 10 people this question, with 100% certainty, you'll get 10 different answers. This is highly subjective, and can lead to healthy debate or heated arguments. That being said, my top 10 are as follows:
1. Hulk Hogan- Should be an easy top three on anyone's list. His influence on the wrestling world is unmatched. While his in ring ability is limited at best, it should be noted that some of his pre-Hogan ring work is pretty impressive.
2. Bruno Sammartino- The Hulk Hogan before Hulkamania was born, Sammartino once held the world title for 8 years! His influence on pro wrestling will always be dwarfed by Hogan's, but without Bruno Sammartino and his carrying of the WWWF (yes, three W's) during the earlier years, there would be no WWE, Hulk Hogan, Steve Austin, etc.
3. Steve Austin- The most influential and popular wrestler during pro wrestling's most popular era, Austin is arguably the greatest icon in wrestling history, and undoubtedly its greatest money maker. Impeccable Mic and promo skills, charisma, and general badassness, to leave Austin out of the top three would be sacrilege.
4. Ric Flair- perhaps the greatest overall talent in wrestling history, Ric Flair is inarguably the most decorated world champion, having won 16 recognized world titles. Mic skills, in ring ability, the ability to be so hated are what made Flair such an amazing heel persona. Amazingly, his greatest body of work, including the majority of his accolades, have been outside of the E.
5. The Rock- Never in the history of wrestling has an athlete had the natural ability to control the crowd at will the way The Rock has. Amazing talker, drawing power second only to Austin during the Attitude era, popularity may have even eclipsed Austin during the last leg of the Attitude era.
6. Andre The Giant- The original big man, Andre the giant is and was the most physically dominant wrestler in pro wrestling history. The man was considered unstoppable in his prime, and with good reason. He didn't need Mic skills or acrobatic ring ability; he was 7 foot 4, 540 pounds of irresistible force that could not be stopped until one Hulk Hogan defeated him.
7. Ultimate Warrior- Could have been the GOAT had he not been so unstable and difficult to work with. Popularity was immense; arguably greater than Hulk Hogan's. His instability, coupled with Hogan's need to be the man on top is ultimately what keeps him from being number 1.
8. Gorgeous George- Greatest heel of all time. Ridiculously hated. Set the bar for every cocky, flamboyant, ego-inflated heelthat followed.
9. Sting- Who needs the WWE? Not this guy! Inarguably the greatest success story to never make a WWE pit stop, Sting has cemented a legacy comparable to Hulk Hogan. While not as charismatic as Hogan, he is far more talented across the board and was the face of WCW during its most successful years.
10. Vince McMahon- Not technically a wrestler, but has stepped in the ring enough times to warrant a spot on this list. Without Vince, Steve Austin wouldn't be as big as he was, and the result would trinkle down to other talent. The ultimate success the WWE has enjoyed begins and ends with the mastermind that is Vince McMahon. While he obviously lacks in ring ability, his Mic work, ability to work a crowd, and his influence onthe wrestling business are matched by very, very few.
 
1. Shawn Michaels - Greatest In ring performer of ALL TIME. Ever. Period.

2. Bret Hart - My first favorite wrestler and childhood hero.

3. Chris Jericho - He's got it all. There's nothing Jericho can't do.

4. Kurt Angle - I don't even think I need to defend why Kurt makes the list.

5. Ric Flair - Tarnished his legacy? Maybe. He's still drawn for 40 years!

6. Kevin Nash - Big Sexy: Smart, Cool, Dominate, ENTERTAINING.

7. Hulk Hogan - Simply, he made wrestling what it is today. Household name.

8. Triple H - Almost 20 years of being on top. Gave us some of the best matches moments ever.

9. Stone Cold - Single-handedly saved the WWE from going out of business.

10. Randy Savage - He's too hot to handle, and to cold to hold.:)

Chris Jericho (Bret Hart is greatest technical wrestler of all time (I'll say Kurt is just behind Bret as it's arguable who's better and it wouldve been the greatest pure wrestling match of all time), and really I was considering putting Savage here, Andre also would be a few behind at maybe 15 for me, the 10th slot is always hardest for me as there's still Sting, he could easily go here, but at the end of the day Y2J is so damn multi-talented and is 2nd best on the mic behind Rock, awesome in the ring, a great heel or face, a true legend

9. John Cena- the biggest star of the current generation

8. Triple H- he carried the company after Rock and Austin left and I mean just look at his career and his spot now, it's HHH

7. Shawn Michaels- a career of high quality performance split in two parts, the greatest in-ring performer of all time

6. The Undertaker- greatest gimmick of all time and the most respected star in the locker room.

5. Ric Flair- one of the former two biggest names in wrestling

3. Hollywood Hulk Hogan- one of the former two biggest names in wrestling

2. Stone Cold Steve Austin- he and Rock truly have just surpassed Hogan and Flair as the top two names in wrestling, it's damn true!

1. The Rock- the true greatest of all time and best on the mic above anyone
 
LOL no Cena when he possessed 4 of 5 of your criteria and the 5th which is his in ring ability is still arguable.
His ring ability isn't arguable, IT IS AWFUL! And I think his mic skills are more than sub-par.

But based on the criteria he HAS be included.

10.) CM Punk - One of the very best in the ring. FANTASTIC mic skills. Is HUGELY popular! He obviously draws! And as for Impact, I think he has more strides to take but either way - PIPE BOMB!
9.) Andre The Giant - An Icon! The Eighth Wonder of the World! Still embodied today on everything OBEY. He was popular and drew like a spectacle! HUGE impact on the sport(no pun intended).
8.) Bret "The Hitman" Hart - Arguably the best technical wrestler EVER! not the best mic skills, but drew and is still popular today! As for Impact -SCREWJOB!
7.) John Cena - Not since Backlund have I been so puzzled why an unentertaining piece of garbage can win the World Title. But if you left Cena off of the list, your an idiot. He draws, is popular(even if it is because he is so unpopular), and he has obviously impacted "sports entertainment".
6.) The Rock - Has trancended WWE to Hollywood. Once again aruably the best ever on the mic! Always a solid in-ring competitor. His draw for WWE is nothing compared to the fact the he is the most popular superstar ever created by WWE. Once again, face it, more people know about The Rock because of stuff like the Tooth Fairy than know of the Macho Man because of stuff like Steamboat/Savage or any other wrestling classic.
5.) Ric Flair - A staple in pro wrestling! Arguably the best on the mic ever and a solid in-ring performer! He drew HUGE in his day and still maintains popularity to this day.
4.) The Undertaker - Best big man ever to be in the ring! Still is popular and draws to this day! And a tie for biggest impact on the wrestling buisness!
3.) Hulk Hogan - An abomination to wrestling IMO, but face it he made WWE in the 80's! Tied for biggest draw/popularity ever with SCSA. Just an awful wrestler & mic work, and therefore #3.
2.) Shawn Michaels - THE BEST EVER IN THE RING! You could take away everything he did and all you would need to say to argue his Impact is -SCREWJOB! Was popular & drew from 94-10, hell he was added to HiaC because he still draws! And his mic work was ALWAYS good!
1.) Stone Cold Steve Austin - While even WWE put HBK and I personally would too, face the facts. BIGGEST DRAW EVER! One of the tope 3 NO MATTER WHAT when talking about mic skills. Popularity through the roof! Is easily a HUGE impact on wrestling. And his matches were ALWAYS good!

10.Eddie Guerrero Eddie was one of the greatest wrestlers from Mexico ever. He was the Bret Hart of the Guerrero family, not the first, not the last, but certainly the most memorable and in my opinion best in the ring out of that family.
9.Chris JerichoOne of the best wrestlers to ever step in the ring. The fact that he has been in 3 of the largest wrestling promotions (ECW, WCW, WWF/E) proves how good he is. Excellent on the mic, excellent in-ring performer and great face/heel.
8. Daniel Bryan (Bryan Danielson) Regardless of what promotion he is in, he's one of the greatest. He is one of the greatest submission specialists to ever step in the square circle. He was ranked "most outstanding wrestler of the year" 5 years in a row by the Wrestler Observer Newsletter for a reason.
7.John Cena The second most controversial pick of my list (we'll get to the most controversial in a moment), but he is one of the greatest "superstars" of all time and has been the face of the worlds biggest wrestling company for 7 years straight. When it comes to skill Cena obviously isn't the best, but he can put on 5 star matches with the right people (HBK, Punk), and to put on a great match both men have to do great, also is GREAT on the mic.
6.CM Punk The voice of the voiceless. He has been wrestling professionally for over a decade in promotions such as ROH, TNA, and WWE. He has great talent, he's great on the mic, great in the ring, a good face, and even greater heel. If you want a good 20 minute triple threat match look up Punk vs. Rey Mysterio vs. Eddie Guerrero, very good match in the indies.
5.Chris Benoit Regardless of what he did, he was a great wrestler. He wasn't the best on the mic, but when it comes to pure athletic ability he was one of the greats. He could put on a great match with almost anybody, and even had the honor of wrestling Bret Hart in WCW's Owen tribute match, and if I remember right Bret hand-picked Benoit.
4.Hulk Hogan Easily wrestlings greatest superstar of all time. He held the WWF title for over 4 years ! Now just like Cena, he wasn't the greatest wrestler in the world, but unlike Cena he never really put on great matches. Exciting ? Yes, but if you're looking for a technical match, skip Hogan and go directly to a match featuring my number 3 pick.
3. Bret Hart The excellence of execution, the master of the sharpshooter, the best there was, the best there is, the best there ever will be. These nicknames were given to Bret for a reason. In his WWF run he was the greatest wrestler in the company. He wasn't a brute like Hogan but he amazed the WWF fanbase in his own right.
2.Ric FlairTHE MAN !! The 16-time world champion was one of the greatest wrestlers of all time, and much like Punk today he was the total package. Great regardless of face/heel status? Check. Great on promos? Check. Great wrestler ? CHECK.
1.Stone Cold Steve Austin The reason Austin tops my list is that I feel without him, we would be watching Kevin Nash vs Hulk Hogan for the WCW title next monday. He was one of the greatest mic-men in history, great character, and an all around bad ass. In the wrestling territory he's above average, not as great as Bret, but he could put on great matches. Mic territory ? One of the greatest. Over ? He still gets pops that could shatter ear drums.

Microphone Skills - Bad - 0/5

Impact on Wrestling World - Rose to the top in no time at all and became the youngest WWE Champion. Was at the time the Face of WWE till he left - 1/5

In Ring Ability - For a man his size could be as agile as a Cruiserweight. Can be a Powerhouse. Has great execution of Technical and Power moves. Former NCAA Champion - 2/5

Drawing Power - We all know he is a massive draw. - 3/5

Popularity - Watch Monday Night Raw 2nd April 2012. - 4/5

1. Hulk Hogan- Made wrestling the way it was today. Hogan can draw anywhere he went. When Hogan's good guy persona was getting stale at WCW, he switch to "Hollywood" Hogan, made a lot of money and helped WCW to become the number one wrestling promotion in the world.

2. Stone Cold Steve Austin- He might of have couple years on the top, but those years are consider the best years in the wrestling business. It was a shame that injuries took it's toll on him. He drew a lot of money, some say that he out sell Hogan! Austin was one of the main reason's why the WWF defeated WCW.

3. Ric Flair- Flair drew alot of money in the '80s with the NWA. Flair was a great wrestler, Flair also can talk on the mic. 16 time Champion.

4. Randy "Macho Man" Savage- Along side Hogan, Macho help transformed wrestling into what it is today. Macho draw a lot of money. Macho was a great wrestler and can perform a lot of 5 star matches. Macho is also one of the best guy's can ever talk on the mic. Also, Macho got recognized outside of wrestling. Macho became a pop culture icon, Slim Jim's pitch man, SNAP INTO A SLIM JIM! Macho also had a role in the first Spider Man, at the time, the highest selling movie of all time.

5. Bret Hart- Bret is truly The Best Their Is, The Best Their Was, And The Best That Ever Be! Bret can have a great match with just everybody. Bret had a lot of classic's to mention. Bret was also great on the mic, I especially love the Heel Bret in '97. Some wrestlers (Flair) said that Bret did not draw a lot of money. The thing was that the WWF was going through a tough time, moving from Hogan and Savage to a new generation. Also, The WWF was going through a Sex Scandal and a Steroid Trial at that time, that left a bad taste in a lot of peoples mouth for a some time. None of those Reason's should be held against the Hitman.

6. Undertaker- 'Taker is the man. 'Taker can work awesome match's and still providing 5 star match's for a guy almost 50! 'Taker was cool as the Deadman in the early '90s. I loved him as The American Badass (I hope he comes back as the Badass!) 'Taker was also another reason why the WWF was awesome during the late '90s.

7. Sting- Great performer. Can work great match's. Is great on the mic. He was fucking cool, when he transformed into that mysterious character and how he zipped down to the ring. Also, the Stinger is still performing in a top level.

8. Shawn Michaels- Great Performer! Can put on some great match's. HBK can also talk great on the mic. After he broke his back in '98, He came back in '02 like he never missed a beat.

9. The Rock- He is great on the mic, he can make everything entertaining. He was very athletic in the ring. Also, the Rock, is one of the most successful movie star's of his time. The Rock is very popular!

10. "Rowdy" Roddy Piper- The best guy that can ever talk on the mic! He was a great Brawler, he had an excellent match with the Hitman in WM8. Piper was also one of the main reason's why the WWF kicked off in the mid '80s. He was the guy to kick Cyndi Lauper and the Rock 'n' Wrestling kicked off, and the was the start of WM1. McMahon said the reason why he never put the belt on Piper because he was already over and popular. The reason why the Hot Rod got the IC belt, cause a lot of fan's demanded the Hot Rod to win a title at least once.
