It just bothers me that Legacy isn't being built like Evolution was. Rhodes and DiBiase only have the upper hand when Orton is involved. Or when they're both, at the same time, beating on a guy who's not even a wrestler. Orton is the only one who does anything in the group.

Legacy is just a duo of human shields for Orton.
