If it wasn't for the fact that Triple H has basically booked himself for the last decade, this would be a much easier battle for Funk. Unfortunately you really can't deny how successful Triple H has been in the WWE. Sure, he was never a huge draw like his peers Rocky or Austin, but he became a main event mainstay for over a decade and in that time put on some great matches and feuds despite the general disdain the internet has for him because of his backstage politics. So I can see why some are not only voting for Triple H here, but claiming it not to be very close even.
I'm going to disagree with them. Sure, Funk is one of my personal favorites and that's pretty well known around here so I won't deny that's playing a part in my voting, but the man's legacy and accomplishments should not be just glossed over because he never had a proper WWF run as a main eventer. Terry Funk in his prime was a force to be reckoned with, a legit World Champion who wrestled on every continent in every kind of match, and beat almost everyone there was to beat. If it wasn't for his brother Dory's reign slightly overshadowing his, he'd be fondly remembered as one of the greatest NWA champions of all time right there with Flair and Race. But Funk's true skill was adaptation. He could not only adapt to any style, he adapted with age and changed his style significantly to remain relevant when most of his peers had long since retired (not that he didn't claim to retire a good dozen times as well) and his hard work rewarded him as he became a 2 time ECW World champion when that belt was actually relevant.
The stipulation here has to favor Funk. Sure, Hunter has had his fair share of Street Fights and hardcore matches, but in most of those matches he worked them as a man clearly out of his element (see: Royal Rumble 2000) who cheated and lucked his way into victory. As time went on that changed and he could work a brawl with the best of them, but that still doesn't compare to the hardcore experience of Funk, whose actually worked deathmatches with live explosives, a far cry from some padded chairs and stunt tables. This is a close one and I wouldn't fault anyone for going with Hunter, but I see Funk working the stipulation to his advantage to take out Triple H.
