Why Rusev losing the US Title at WM31 is a good thing

Rusev losing one time does not demote him to the bottom of the pole. It's one loss.

He will have the rematch clause if Cena wins. If Cena loses, that doesn't continue the feud as Cena is less credible after two PPVs. Which is why Cena must win, so both men have a feud after Wrestlemania. Cena adds legitimacy whether it's like for not, which then makes Rusev more dominant once he reclaims the gold.

You don't actually offer a reason for "why" it's a good thing. You just state that it would be a good thing. So why would it be a good thing? Because you said so?

It obviously depends what they do with him afterwards, but losing to Cena hurt both Ryback and Bray Wyatt, who have taken a while to recover from despite being pushed very hard.
