Best angle of all: retirement
As a mark, I'd rather see Undertaker win again, keeping the streak alive and retiring Shawn Michaels. I'd rather see Undertaker retire undefeated at Wrestlemania. As a fan of the product, I'm hoping for a double pin or something.
I believe people have a hard time believing Michaels would retire because it's wrestling, and this stuff happens all the time. To answer the OP's question, it's because Michaels is the only guy around who seems legit enough to break the streak. Michaels is one of the last of the old era, and one of the even fewer of those guys to have been around in the era before it. By most fans standards (though not necessarily my own) HBK is the only guy in WWE right now that is even worthy of breaking the streak, let alone deserving of it. If it was given to a younger guy, it would lead to a push that would do no justice to the legacy of the streak. At least by doing it with Michaels, it's framed in a way that respects the streak and by proxy, much of Undertaker's legacy.
I'm still holding out for a double pin/double dq scenario (though it's a no dq now). I think ending his career while ending the streak at the same time (by any means necessary) is probably the best send off the WWE could give HBK (as a HHH-HBK finale would just be tacky).
