What is the plan, exactly?

Dawned on me after RAW you've got a lot of guys kind of just hanging around right now with no real rivalry or great storyline.

Elimination Chamber made it real easy for them to just throw a bunch of guys into a match and make it seem meaningful but think about it:

Orton has been off, but when he returns where does he go since Rollins' feud with him seems over?

Guessing Reigns gets Rollins next, where does that leave Ambrose?

Wyatt isn't targeting anyone since the awful Ryback feud.

Rusev is only going off Lana which happens to be Ziggler for now but is that even a real feud? It seems to be only fueled by Lana and nothing more. If Rusev vs Ziggler is an upcoming feud post EC, where does that leave Sheamus? What about Barrett?

Neville was doing really well and getting over but then you stop him dead in his tracks with Bo Dallas? That isn't intriguing enough to last very long.

There just seems to be something off right now, something missing almost like writers are on a break until the Summer Slam build, and maybe that is the case. But it would be nice to feel some sort of intensity and rivalry going besides just Ambrose/Rollins.
 
It's really not that difficult to develop storylines. Have Randy come out, talk about how he's back and going to kick some ass, and then the Big Shows entrance hits. Or Bray's entrance hits.

The only real concern is whether Reigns is going to go after Rollins. Makes sense, but would he win? The WHC scene is kind of convoluted right now and while we're sure Brock will get involved, in what capacity? Maybe Reigns will beat Rollins sooner than later and 'Brock Vs Rollins' will be its own storyline outside of the championship.
 
You don't want a bunch of feuds right now. You have EC, and then you're into MitB. Both are multi-man matches. There shouldn't be much in the way of new feuds before the Battleground buildup, and by then, you're already actually booking into Summerslam.

Yeah, pretty much.

The thing about Elimination Chamber is that we have the novelty of having a tag team EC match, or the titles no less, and an IC title EC match. For the Elimination Chamber, all the storyline you really need for those involved is them going after a championship. A few of the choices for participants might be a little screwy, but it works overall. I do think there's an aspect of laziness involved with this sort booking but I also think the upside far outweighs that. What's the upside? WWE has finally been getting serious once again about the Intercontinental Championship the past few months and are starting to get the title picture organized. The tag titles have had sort of an up & down, roller coaster thing going on but they haven't slipped into irrelevancy over the past couple of years.

With MITB just around the corner, you also don't need a lot of individual storylines because you're gonna have 7 or 8 guys all trying to get the briefcase and, as laodaron pointed out, SummerSlam is just around the corner.
 
The focus is on the Elimination Chamber and selling that particular special. Thereafter, it is MITB where there will be a similarish card. Expect Reigns, Sheamus, Barrett, Ziggler and Rusev to be in it. Maybe Neville and Ryback too.

In fact, I think they have done a decent job in building future feuds. If Sheamus wins the belt he has an obvious initial feud with Ryback. Rusev has a natural one with Ziggler where he can win and rebuild some momentum. I'd imagine Wyatt's next target will be either Reigns or Orton heading into Summerslam which is swiftly approaching. Neville/Bo is kind off boring but it will be a win for Neville and helps shine attention on Bo.

These aren't tremendous feuds by any stretch of the imagination but at it is something. I imagine they get fleshed out after MITB heading into Battleground. That seems ridiculous but the payoff for Sheamus/Ryback and Ziggler/Rusev might be all the way in July.

A question that seems to have been answered last night. Imo, watching Ambrose cleanly pin Rollins in a tag team match is an indication that what I presumed to be a one-and-out opportunity for Dean may have become a series of matches between he and Seth. Apparently, WWE management has decided to elevate Ambrose to main event status after all that time in the midcard. Whether the promotion is permanent remains to be seen. But it's a plan.

Dolph isn't really involved with Rusev yet; the thrust of the program is between Rusev and Lana. To this point, Ziggler is merely the muscle behind Lana. Developments last night were surprising, to say the least, with Rusev virtually pleading with the lady to come out and talk to him. Just watching him smile made my teeth ache.

So, there's a plan for Rollins, Ambrose and Rusev. It should be recognized, though, that the company can't have angles for everyone at one time; sometimes, people have to just get in there and wrestle matches, waiting their turn.

Right, and both EC and MITB can be used to develop feuds rather than resolve them.

I guess Orton could compete for the WWE WHC MITB since he was recently chasing the title.

Reigns was talking about last week he wanted to win the MITB so I assume he'll be in the WWE WHC MITB match while Ambrose gets a rematch. I could see Rollins/Ambrose going on through Battleground.

I guess Bray could just go back to doing subliminal promos for weeks then feud with Neville. It seems like whoever goes after Bo, Bray gets him next.

I think they're just making the most of what they have. I think things will pick up after MITB.
