By professional wrestling logic, no, Laurinaitis does not have to step down. It's a simple explanation really and if you've watched professional wrestling before for any period of time, you'll understand.
Triple H is a face. Faces are the good guys. Good guys don't get much leeway in booking. If they do anything wrong, they are heavily scrutinized and picked apart the first chance that anyone gets.
In contrast, Big Johnny is a heel. Heels get away with just about everything. It's due to the fact that their character wants to piss off the crowd. Logically, the response you're displaying on these message boards is EXACTLY what WWE wants you to have. They want you to say, "HEY. Didn't HHH just get in trouble for this? Why doesn't Big Johnny?"
The more pissed off you get at a heel character, the better they are doing their job. The more sympathy a face character gets, the better their character is coming across. The whole point is to build to where Big Johnny is going to get his in the end and everyone rejoices that he's gone. It's storyline that is old as old can be but it NEVER fails. Just look at Vickie Guerrero's run(s) as GM. She got away with just about everything she could and then at some point after doing tons of ridiculous shit, she gets replaced and everyone cheers. Same thing is going on now.
