The cruise saw several ROH/NJPW vs Impact interpromotional matches go down and other such matches are also slated for future independant promotions. The excerpt on the latest Observer is specific to mention that the agreement is between current Champions Johnny Impact & Jay Lethal for a future match at an undisclosed time "with neither title at stake".
Little by little it seems any strains that existed between ROH and Impact have disolved and the two companies are working more and more together. The two attempted to work together in earl 2017 for a Hardy Boys vs Young Bucks program but it fell apart due to the Hardy Boys negotiations with Impact straining the relation with ROH however when Austin Aries returned to Impact, he also started to work for ROH. The future seems to point towards both companies working together again at a certain level.

The idea of Jay Lethal vs Johnny Impact sounds intriguing by itself. It's a fresh match between two guys who would have some decent chemistry. Despite Johnny Impact being outside of the WWE for 6 years, it's now that he's actually starting to mix it up with the American indie scene having mostly been involved with AAA and Lucha Underground in the meantime. His recent feud with Aries has been the real glipse of him in this indie boom going on.

At the same time, there's the lack of freshness for Lethal. Yeah, he's ROH's top star for the most part but at the same time there has been a VERY minimal change to the roster since his last long run as Champion. Impact would give him some much needed freshness if the match does take place within ROH or even in Impact and hopefully a working agreement grants more of that for Lethal and the overall stale ROH roster while at the same time helping Impact with its own fresh batch of match-ups.
