Reviewing EC from last night and a thought came to me:

Once Sheamus is gone and it's Cena vs. HHH, is the title vacant for about two minutes or is Sheamus technically still champion since the match he's defending in hasn't ended yet and the belt doesn't officially change hands until cena wins?

Until the final deciding fall has been officially recorded, then the match is officially over, thus the winner emerges the champion. So, I'd assume Sheamus is still champion until Cena makes Triple H submit.
