More often than not, does the meet and greet only get you access to undercard guys?

We didn't get Gunner at our house show a few months ago, but we got Foley, Velvet Sky, and the dynamic duo of Orlando Jordan and Eric Young. If I knew Foley was was going to be there for the meet and greet, I might have spent the extra 30 bucks to see him.
