Vince did choose not to use the big names when it actually mattered during the invasion angle. He could have waited, built WCW up as a separate brand which was originally the idea and use the talent he did have until the bigger names became available which they did.

I definitely see your point bit when you mention what he could have done, it is almost as if you are saying it is what he should have done, even though even going about things in the respect that you mentioned wouldn't have been without fault in it's own right. At the same time, neither would other suggestions that on the surface seem like they would have been better. With that in mind, I am not saying that the way that things actually happened was by any means without faults.

WCW as a seperate brand could have been cool in theory but it also would have needed to involve some people already associated with WWE as part of that brand in order to make things feasible which, along with other things could have instantly made it feel like WWE calling part of itself WCW as opposed to actually seeming like WCW. (in a sense like with WWE's version of ECW which some wanted to be a duplication of the original). Certain philosophies that WWE used would likely have been incorporated with the WCW brand rather than using the WCW way of going about things. I would have been fine with that, but, recalling threads from years ago, it didn't seem to be too much of a consensus, if that plan had gone through.

I get your point that at the very start of the storyline Vince didn't have access to the bigger names but he did within the year and had he been patient he could have had Hogan, Bischoff, Flair, Hall, Nash, Goldberg, Steiner all under contract and part of the new WCW.
Knowing how often a certain portion of the fanbase is impatient over far less relevant things, do you believe that fans would have been patient even if Vince was? As mentioned before, if the WCW brand was kept completely seperate until the bigger names came around (for the sake of waiting for an invasion), fans probably would have been antsy that they had to wait for the two brands to collide. Quoting myself from an earlier post "an extra year or more of anticipation would have lead to non stop rumors, even higher expectations, and therefore a greater likelihood of people being let down due to waiting so long." Or, if instead of that, there was some sort of interraction between brands (just not in the form of an invasion) it may have lessened the impact of when an actual invasion happened, even though that invasion would have bigger names.
