Steamboat had a lot of great matches over the years, but pretty much always lost his biggest ones. The two big wins - Flair and Savage - are remembered as great matches, but also as a great finale for a guy who had been losing to both of them in the series beforehand. There's not much left to say about Santo other than the fact that he is one of the greatest of all time, and spent much of his time winning matches, not being a plucky loser.
 
I voted for El Santo. He's a cultural icon in the wrestling world. Ricky Steamboat is not. The feuds that Ricky had with Flair and Steamboat were not nearly as lucrative and as popular as the feuds that Santo had with Blue Demon, Black Shadow, and Perro Aguayo. And if you've seen El Santo in action, you'd know that he was a grappler at heart. He could handle Steamboat's technical prowess, speed, and stamina.

Looking at the poll it seems as though we made the right decision.

Santo wins.
 
Not sure how this was so close. Steamboat is an absolutely brilliant wrestler, but Santo is the Hulk Hogan of Mexican wrestling (and that doesn't even really cover it).
