A Perfect Circle on iTunes, but no Tool

Does anyone know what this is about? I've known for a while that Tool don't want their stuff distributed digitally but I'm rather puzzled why the A Perfect Circle catalogue is all available.

What am I missing here?

Are there any other bands that have had the same singer yet only released one projects material digitally?
 
Fans of said bands, I assume, would have the advanced intuitiveness to look beyond iTunes to find a source for acquiring their music. Then again, fans of Tool often pretend to be cleverer than they actually are just because they listen to a band called 'Tool'.

Anyroad, it could be a record label issue, or just that the folks in APC overruled Maynard and voted in favour of digital distribution. Either way, just buy physical copies :p
