If you're asking me personally, I'd demand a refund and raise all kinds of drama if Cena appeared at a show where he wasn't on the card.
It's a pr move in my paranoid opinion. Advertise Cena for a show where they know full well he won't be attending, feign guilt and appear virtuous by offering refunds when he doesn't show up.
