Could a tweener GM work?

I don't think it would work. For me a GM needs to either favour the faces or the heels. A GM who favours some faces and some heels would just come across as inconsistent. Teddy Long was a tweener for a while when he screwed The Undertaker, that didn't work.

I much prefer a heel GM.
