Im sure this has been asked before but after reading a Ted Diabase Question about his Title reign counting. I really believe he should have had a real proper WWE World Title run.
So my question, if you could pick one wreslter from any period of time, who never had a WWE title run who would it be? and more importantly back up your claim with WHY?
Lets have it guys

I don't really believe there's people who "should've been" champion. I think if they had really been good enough, WWF/E would've given them the strap. Although the argument can be made that politicing (i.e. Hogan) stopped some reigns that were supposed to happen.
But I think Kane should've had at least one moderately long title reign. In 1998/99, 2001 and 2003 he was over enough to be a world champion. And reports have said that Vince offered him a decent title reign on more than one occasion, but he refused. This is the only kind of instance where a person should have been champion, when they refused the title for whatever reason.

Jake roberts, IMO he was so damn over in his WWE run either as heel or face Jake managed to astonish fans and get the crowd into his matches, (this is before he supposedly became christian), he had a huge feud with taker, savage and was always on the top of his game, I believe he should have had the strap.
But this was the time where Hogan was still dominant so most guys who should have had the WWE title never became champion unless they could benefit hogan.

Meh, it's been said 1000 times before, but I'd love to have seen Mr. Perfect get a run with the title.
I think Warrior should have dropped the title to him instead of Sgt. Slaughter in 91, the Hogan-Slaughter match would have had just as much heat without needing the title on the line.
I agree Kane should have had a decent title reign in 98 back when he was actually interesting, he could have been a huge star, instead of basically just an upper mid carder which is what he's been for the last 9 years.

rowdy roddy piper was a good worker and had arguably the best mic work ever. He was so hated in his time if he had gotten a good run with the title it couldve made a super star out of who beat him (assuming it wouldnt have been hogan) i think he shouldve gotten there multiple times even.

Well I'm going to have to go with The Bad Guy, Razor Ramon, and or Scott Hall.
It has ALWAYS been said that Scott Hall is the best worker never to win a World Title.
Razor Ramon- He was over so HUGE. He was good as either a heel or a face, and he had good ring psychology! After his nice IC title run, I think it was his first run, after the Mania 10 win. He could have carried the strap, and gotten good heel or face reactions.
Scott Hall- In WCW, he was still over so HUGE. Now here is different, because while WWF was building stars when he was RR, WCW was catering to old guys. Hall should have taken the belt in WCW, and once again could have run with it, gotten great heel or face reactions. Would have been refreshing in WCW with all the stale champs.
Please consider all of this with Personal problems and demons aside!!!

One man, the Dragon, Mr. Ricky Steamboat. He was over with the crowd and arguably on the upper echelon of amazing workers in the history of the business. He did have an NWA World Title reign yes, but there was limitless possibility when it came to feuds for the WWF Championship, with the names of Macho Man Randy Savage, Ted Dibiase, and even Ric Flair back in '91.

Lance Storm during his WCW push. He was the most over heel at the time when they were pushing every title on him yet he only had one shot at the title and didn't win it. He was an unfortunate victim of older guys refusing to give up their spot. His incident with Kevin Nash should be included on every single "what killed WCW?" list and/or conversation

i absolutely agree that scott hall's personal problems aside, when he wanted to work he was GREAT and his mic work was always top notch. he wouldve had a nice run in wcw as champ but i couldnt see him being wwf champion as the razor ramon character, as he got much better in wcw and never really got established in his second run in wwe

ANDRE baby... Andre the Giant !!!!
The man was the most dominant person to ever set foot inside a wrestling ring.
Without him, despite what people say about Flair, Hogan, Stone Cold, the Rock, etc... the business would not be where it is today.
Until Wrestlemania 3, the man had never been pinned !!!!!!!!!!! Until WM 3, the man had never been slammed !!!!!!!!!!
We must remember, yes, Hulk Hogan may have delivered the greatest moment in WWWF / WWF / WWE history when he scooped the big man up and layed him down, but it wouldn't have happened if Andre didn't let him.
On a completely separate note, is Andre in the Hall of Fame ??

not only was andre in the hall of fame, he was the first to be inducted. razor, perfect, and steamboat were my first choices, but two other mentionaales were the british bulldog and owen hart. both were in great feuds with bret and either would have done wonders for their careers if themw were given a world title reign during them.

Steamboat and Piper hands down. Piper was great and so was Steamboat, damn Steamboat still can have a good match at this time.

He was the very first inductee into the HoF.

I have two. Owen Hart. just because he was such a hard worker. I lost a lot of respect after the kickout when Stone Cold broke his neck.
I also believe that Ken Shamrock should have had a title run. He was a legitimate fighter and is a UFC Hall of Famer. Now UFC doesnt translate to WWF/E, but it would have been extremely unbelievable to think that he could dominate a sport in which your objective is to knock out your opponent or break a bone, but he couldnt beat the wrestlers.

There are so many great names from the 80s to pick from like Andre, Rude and DiBiase. But I'll say Mr. Perfect. Twenty years ago long before we were all smarky I was still jonesing for heel champions. I really started to lament it in the early 90s when Flair won his first WWE title. He just projected this cool aura that guys like Hogan and Savage never had. Perfect could have pulled off something similar to Goldberg's streak or Santino's Honk-A-Meter where at every show he would announce how many successful title defenses he hand. Most of them would end in a DQ loss for him but he'd still proclaim that his reign was absolutely perfect since he got to keep the title.
It's such a pity that so many great heels never got to hold the gold simply because the WWF needed to feed the Hogan machine.
Razor Ramon/Scott Hall. This guy was so over with the fans and he was great on the mic. Especially During his days in WCW when he was in the NWO. They could've easily put the WHC on him and shown that they were taking over WCW. instead they gave it to Hogan

I think that, like Jake Roberts, Scott Hall had "personal problems" that got worse as time went on during his WCW run, despite stints in rehab. There was no way that they would think of putting the belt on someone that unreliable. Also, Rick Rude did have three reigns as the WCW "International" Champion , through I'm not sure the reigns are currently recognised, since it was unified the World title later on.
Curt "Mr. Perfect" Hennig & Ted DiBiase both deserved a title reign at some point, as did Lance Storm, who was one of the few remaining good points about WCW during its last active years.
